PENERAPAN ETIKA PROFESI PETUGAS REKAM MEDIS DI RUMAH SAKIT UMUM DAERAH KOTA SURAKARTA TAHUN 2013

Abstract

ABSTRACT
Seeing that the patient’s medical record document storage is not aligned with the terminal digit iling system on the storage shelf. This illustrates that the medical records oficer pay less attention to the application of professional ethics so that the conidentiality of information Pasian less well preserved and has not been regulated in the written SOPs governing the storage, the provision of the individual’s identity information and the release of medical information. Based on these studies the goal of researchers is to analyze the application of professional ethics in the medical record oficer General Hospital Surakarta. His research is descriptive. Objects in this study were 6 oficers in hospitals Surakarta. Instrument in this study using the interview guide. Data processing techniques with data reduction, display and veriication of data. Data analysis is descriptive. The results showed that the ethics oficer in the medical record patient medical record document storage with centralized storage system using the terminal digit iling system alignment, information related to the identity of the individual to the family or outside parties with no issue just information or answer directly and medical records oficers the release of patient medical information conducted in accordance with professional ethics and the low in the release of patient medical information. Conclusions This study is the oficial medical record not apply professional ethics in the patient’s medical record document storage in accordance with professional ethics of medical recording, medical record oficer has implemented professional ethics in the provision of information related to individual or social identity of the patient, in order to guard against the leakage of information associated with individual or social identity of patients and medical records oficers have applied professional ethics in the release of patient medical information, in accordance with the low and release of information theory. Suggested to medical records clerk at General Hospital Surakarta, to avoid things that are not desirable in the release of medical information, the oficer should be able to anticipate the way make a statement to the patient or others about the exposure of the patient’s medical record document content.

Abstrak
Melihat bahwa penyimpanan dokumen rekam medis pasien belum disejajarkan dengan sistem terminal digit illing pada rak penyimpanan. Hal ini menggambarkan bahwa petugas rekam medis kurang memperhatikan penerapan etika profesi sehingga kerahasiaan informasi pasian kurang terjaga dengan baik dan belum diatur dalam SOP secara tertulis yang mengatur tentang penyimpanan, pemberian informasi identitas individu dan pelepasan informasi medis. Berdasarkan penelitian tersebut tujuan peneliti adalah menganalisis penerapan etika profesi petugas rekam medis di Rumah Sakit Umum Daerah Kota Surakarta. Jenis penelitian ini adalah deskriptif. Objek dalam penelitian ini adalah 6 petugas di RSUD Kota Surakarta. Instrumen pada penelitian ini dengan menggunakan pedoman wawancara. Teknik pengolahan data dengan reduksi data, data display dan veriication. Analisis data adalah deskrptif . Hasil penelitian menunjukkan bahwa etika petugas rekam medis dalam penyimpanan dokumen rekam medis pasien dengan sistem penyimpanan secara sentralisasi menggunakan sistem penjajaran terminal digit illing, informasi yang terkait identitas individu kepada keluarga ataupun pihak luar dengan tidak mengeluarkan informasi begitu saja atau menjawab secara langsung dan petugas rekam medis dalam pelepasan informasi medis asien dilakukan sesuai dengan etika profesi dan alur dalam pelepasan informasi medis pasien. Simpulan penelitian ini adalah petugas rekam medis belum menerapkan etika profesi dalam penyimpanan dokumen rekam medis pasien sesuai dengan etika profesi perekam medis, petugas rekam medis telah menerapkan etika profesi dalam pemberian informasi yang terkait dengan identitas individu atau sosial pasien, guna menjaga agar tidak terjadi pembocoran informasi yang terkait dengan identitas individu atau sosial pasien dan petugas rekam medis telah menerapkan etika profesi dalam pelepasan informasi medis pasien, sesuai dengan alur dan teori pelepasan informasi. Disarankan kepada petugas rekam medis di Rumah Sakit Umum Daerah Kota Surakarta, untuk menghindari hal-hal yang tidak diinginkan dalam pelepasan informasi medis, sebaiknya petugas harus bisa mengantisipasi dengan cara membuatkan surat pernyataan kepada pasien atau pihak lain tentang pemaparan isi dokumen rekam medis pasien.
